"Cool Biz"

First lets talk about the Kyoto Protocol. Which was started by United Nations in December 1997 in Kyoto, Japan. A total of 141 countries have ratified the agreement. Notable exceptions include the USA (the country which contributes the most to green house effect).
The idea is that a central authority will grant an allowance for emissions of CO2 and five other greenhouse gases, to countries enrolled based upon a measure of their previous pollution history or on existing emissions of the country. An industrial facility might be granted a license for its current actual emissions. If a given country or facility does not need all of its allowance, it may offer it for sale to another organization that has insufficient allowances for its emission production.
A lot of paper work has been done in last 8 years many conferences, many discussion and the protocol was finally implemeted in Feb, 2005.
Economic analysist argues as to whether the Kyoto Protocol is more expensive than the global warming that it avoids. The rules forced by these protocol are from being practical and won’t have that much effect. Some even argues that these rules are made by developed countries to further more hamper the progress of developing nations by imposing such “limited-gas-emission” rules on the industries. This makes this protocol another UN’s idea which is far from implentation.
While its been surrounded by these discussions and argument, Japan comes up with a new idea which they are calling “Cool Biz”.
They have this new protocol where Japanese will take off their Ties and Jackets in summers. The new dress code, which is not mandatory, is being pushed so thermostats in government offices, trains and other public places can be set at 28 degrees, even in summer. This will reduce electricity use and help reduce carbon dioxide emissions to meet Japan's obligations for the Kyoto Protocol on global warming. Though this is not enforced on private organizations but most of the “formal” dressing Japanese have very happily accepted it.

After spending all these years in crawling around the PROTOCOLS designed by some technically competent people what I can say that climate research and modeling is nothing but a coupled non-linear system, and therefore that the prediction of a specific future climate is not possible.....How can one control a unpredicateble ( rather random)climate governed by a billion factors through fiddling about with a couple of politically selected gases??? Looks like global warming is a myth ...and Kyoto protocol is just a fuss....or rather is as good as DEATH....something advocated by Lazy europeans.....I just dont understand why the hardworking Samurais are advocating it that much...(probably) thats another way to count the support of the memeber nations to get a permanent seat in UN security council....or who knows no one has ever seen "warming" as it was in Hiroshima ground Zero !!!

You are correct. we cannot predict what will be the effect of this Kyoto protocol in another few years. And UN seat is another good point you have mentioned. "Cool Biz" is just something they are doing in present (atleast bringing down the power consumption) It is definetly very helpful in Japan where they keep the inside temperature too low to meet the "formal" dressing style of Japanese men.(Just imagine being wrapped up in full suit in a very-very Hot and Humid summer) so even in hot summers gals need to carry Jackets to cope up with this extremely low temp in any closed building or trains, which I noticed this year was not required at many places who are following this protocol and happily publizing outside their office by stamping posters about it.
Just an addition :
Though even now 50% of men still follow the formal "Jacket-Tie" outfit while working or in business meetings. But the temperature inside the buildings is pretty decent now :).

Talking about Japan.... I recently read about their comic books which began from last page. They say Original Manga reads from right to left.And most of them tell a lot about Japenese
Honorifics.
Few things which the people living in "JAPAN" should know :)
